D.I.A is a reference to the C.I.A, an American agency.
The D.I.A (more accurately Burt Dogelin from the D.I.A) gives you a mission to go back in time and stop Kitler, a cat like version of Hitler.
To unlock the chance of doing the mission you have to get the Mars Rocket and buy stuff then get to Jupiter, (There is another fairly cheaper way to to get the Time Travel Mining Rig, if you buy 2 space basses it automatically unlocks it, also probably the most expensive one, you can buy 25+ Party Shibes) Then you get a notification saying: "Top scientists on EARTH have recently invented an experimental TIME TRAVEL MINING RIG that could help with mining."When you buy the Time Travel Mining Rig, a DogeTalkie will appear, then you can accept the D.I.A Mission or not.
